Phillips Reef is situated in Algoa Bay opposite Hobie beach. The western side of the reef is rather flat and shallow with an average depth of 8—10m meters. To the east numerous narrow gullies  runs parallel to each other and then opens up into big sand patches surrounded by reef. The reef drops off here to depths of about 16 meters.

Due to its safe location in Algoa Bay, this reef is arguably the most dived reef in Port Elizabeth. Phillips Reef is also a favourite for night and training dives.

Blue spotted stingrays frequent the sand patches. On the odd occasion small ragged tooth sharks can be seen in the gullies. Invertebrates cover virtually the entire reef.
